Domestic violence case on family

If both are living separately for 14 years why the hell this person not going for divorce? As far DV complaint is concerned that wife can file against him as they have lived in domestic relationship, however for last 14 years separated. The domestic violence can even through other means like mental harassment not necessarily physical harm to wife. She can always blame him for inflicting mental harassment on her by his acts that the court will decide but till the decision comes unnecessary harassment for husband continues because of this senseless litigation.

Can the spouse establish said blackmailing?
