In a recent case, a person asked for a copy of the Record to Right from the BL&LRO. The BL&LRO refused the application by stating that there is an existing mechanism under the Land Reform Rules to collect the same.
Whether existing mechanism overrides RTI Act ?

There is nothing a matter of overidding effect here for the said act, because the act has given us an access possible with payment of stipulated fees wherein the access provision was earlier impossible to be accessed.
