recovery amount

I had given 3,00,000(on feb-2017) to a person and he is not able to re-pay the same amount he had promised that he will be paying by next year.all agreement was made in legally on paper but now he don't have the money because of share marketing.so what the solution shall I complaint at my local area police station or his area or need to hire lawyer for the same.he is not answering the call when he picks by chance he says I will pay next month.pls help out of this
