Registration of sale deed after 21 years

Index No. II shows Date of Execution as 08/04/1993 and Date of Registration as 30/08/2014. Is it possible to register a sale deed after 21 years of its execution and without the presence of the sellers at the time of registration. Does not the time period of 4 months apply for registration of sale deed.
