Rent control act 2001

 

 

Section 3(i) of the The Rent Control ACt 2001 says as under

 

Section 3. 

Chapter II and III not to apply to certain premises and tenancies.-Nothing Contained in Chapter II and III of this Act shall apply,-

(i) to the new premises built or completed after the commencement of this Act and let out through a registered deed in which date of completion of such premises is mentioned; 

My query is

(1)What is the rationale & logic behind this section? 

(2)Does this mean that the act will not apply to new premises built after the commencement of the act on 1st April 2003 for instance in Rajasthan (If the fact of completion of the premises is mentioned in the deed)

(3)Does it not sound absurd that it is not to be applicable to premises made after the commencement of the Act
