Rti in j&k - info to residents of j&k only

In a RTI application filed at a K&K govt. office, it has been replied by the office that "Information under RTI can only be supplied to permanent residents of J&K only". To what extent the reply is true.

@Querist,

 

There is another Act for J&K and that is called Jammu and Kashmir Right to Information Act 2009.

 

There is no such thing that the applicant must be a j&k resident.It could be any person.'Notice the word 'PERSON' in the act.Person means any person including citizen of india.
