Society transfer formalities

Dear Team, Recently, I purchased 1 BHK Resale flat in Nalasopara. I am 3rd owner. Against this property I have taken Housing loan. Now, the full amount has been paid to previous owner. I have receipts of all payments. Last week I got possession of my flat. But now the previous owner is ignoring to complete the society transfer formalities. Secondly, he has not paid the Electricity and Property tax bill till the date of possession. I have already reminded them over phone and through mail. What action can be taken in this case ???
