Sub-registrar's lack of knowledge.

Sir,

I asked some question of law from different Sub-Registrars of Uttar Pradesh under RTI regarding stamp duty and registration fees.  Every sub-registrar is providing different answer.

Can WP be filed before the High Court Allahabad to provide them the directions in this matter or shall I go straightaway and wait for the notice U/s 47A/33 of Indian Stamp Act and proceed accordingly.

I would like to seek the remedy before/withou any notice U/s 47A/33 ?
