The lokpal act and lokayuktas act 2013 covers andhra pradesh

There were some judgements in the past by CIC that details of assets and non movable assets of  central & state government employees  should be given to the RTI  applicant upon request and can not be denied citing privacy.

Recently in 2014, there was  a judgement from supreme court that  RTI on asset declarations can not be entertained as it has no public interest.

Does Rules for Assets and Liabilities Disclosure notified under the Lokpal Act and Lokayuktas Act 2013 covers Andhra pradesh state government staff or only central government employees.

Is there any way we can get asset declarations of a state government employee through RTI, as it is being denied citing Supreme court orders and other reasons as no public interest involved ?

As per section 8(e) the information of assets of employee  is not public information   for furnishing under RTI Act 2005
