Ask the girl to marry someone of her liking instead of fishing in so called 'innocence' waters and end up ages behind vexatious litigation which is evidence based. 

Reasoning: 
After 18 years as you say she is continuing on a relationship means she is a adult and comes under Indian majority age and since no physical activity done by boy till date other than few acts of "physical touching" it seems a case of 'consent' of a mature age girl. People fall in love with wide open eyes and not in dream stage !

boy cannot be punished 100% sure. at most he can be tried for rape but there will be no conviction in the end.
