co-op. society charging over and above non occupancy charges for leave and licence

My Friend is a Member of a co-operative Society and has given his Flat on Leave and Licence Basis.

As per Bye Laws Society is entitled to charge 10% of normal maintenance charges as Non Occupancy Charges which he is paying to Society at present.

Recently My Frind has received a letter from Society in which Society is demanding more amount over and above non occupancy charges for giving his flat on leave and licence.
Can Society insist from any Member about payment of some additional amount over and above Non Occupancy Charges for giving their Flats on Leave and Licence.

In case my Friend has to file Complaint against Society then to which Office he should addrssed his complaint and address and contact number of such office may kindly be informed to me. My Friend is more worried on receiving such letter from Society.

I request Expert to advice me in this regards.

you should lodge complaint with Registrar against the coopeartive society . it cannot collect more than 10%of maintenace charges as non occupancy charges .
