I had worked in Southern Railway as Technician (23100 basic pay) from 06/06/2013 to 23/11/2017 and joined VSSC /ISRO on 24/11/2017 as Technician B (21700 basic pay), application submitted through proper channel and Technical Resignation submitted. But I wish to go back to Southern for higher studies (diploma), because in ISRO the will not allow the permission to study any course till completing 3 years of service. I contacted Railway, the Railway Officer told that you can return back if you wish. VSSC/ISRO Officer also told that you can resign from the service any time.But my intention is to return back to Southern Railway and complete diploma (3 years) then apply for higher post (Technical Assistant)in VSSC/ISRO or LPSC/ISRO. Then
1) Southern Railway allow me to apply for any post outside Railway again?
2)Can I get NOC that time and if yes Am I eligible for Technical Resignation?

You can go back to your Parental organization as you applied through proper channel and has right to lien and technically resigned up to 2years from your leaving your service/parental organization (after joining your current organization) your parental organization post will be open to you after technical resignation of your parental organization post you can join your your parental organization in view of your Right to lien of post. join your current organization.I don't think your Parental organization would object to your applying for any post outside Railways again.

Mr. Sudhir Kumar Ji is right. It is better if you check the position with the concerned department. In case you wish to have advice from this Forum, you have to provide terms and conditions of your appointment.
Moreover, you cannot call Southern Railways as your Parental Organization.

Terms and condition of Govt employee is that [as far as NOC for other posts is concerned] deptt may or may not give NOC with/without any reasons. The decision is not changeable.
