About validity of degree

Dear Sir,
I am a student of an private university,I have appeared
final year of my course.I have not yet received final year
marksheet.
From news i came to know that state govenrment is going
to close the university.My Questionis

1)Govt can close university before giving markshee,certificate to
the existing student ?
1(A) IS THE DEGREE VALID IF THE UNIVERSITY WHICH IS UGC AFFILATED CLOSE DUE TO A FRAUD CASE?

2)Please guide me what to do in this situation

Can i file the application under 340 crpc at my naative place

I am the permanent resident of Delhi and has falsely been implicated in matrimonial cases filed by sister in law and she has given statements on affidavit and matrimonial cases are pending in different city
But all the alleged cause of action had arisen in Delhi whether I can file the Application before the Magistrate at Delhi for furnishing the false information on affidavit and committing forgery on documents

Can i file complaint under section 200 or 190 of cr.p.c?

Since no action had been taken on the complaints I had been made to the police station and other offices against the respondent, the respondent had sent me a notice through his lawyer warning me that if I didn't take back my complaints he would make a claim of 5 lakhs rupees against me further made many false allegations against me in the notice. Even after one year of receiving the notice I've not yet replied to it.
Now can I file the complaint against the respondent for his false allegations against me under the Cr.P.C. Section 190 or Section 200 before the JMFC?
