Home loan from --given outstanding when asked for noc

Dear Sir,
My Father had taken Home Loan in 2003 from ICICI Bank.
We completed all installment in October 2011.

But when we went for NOC at bank they showed us outstanding statement of Rs. 57422.38

We had few checque bounce in 2007 due to family problem but had payed all amount in CASH..
Now Bank is asking for following charges
Rs. 14172 Principal O/S
Rs. 36475 Late payment penalty
Rs. 6396 Cheque bouncing + other charges

How can they charge us so much late penalty and cheque bouncing charges ??
We need to settle account as my father has already retired 3 months ago and doesn't have any source of income.

Please advice whom to approach and how can we get rebate on these penalty charges ?
Please help us with your suggestion.

writ Petition/PIL

Respected Sir/Madam,

I wanted to know, that when a person files a PIL, does he / she necessarily need to engage an advocate and is the person so aggrieved, eligible to represent himself in the Court?

The case I refer to here is regards delay of 6 months in conduction of examinations and therefore there will be delay of academic session...resulting in loss of 1 complete academic year...

What remedy is available?
At the prliminary stage, before opting to file a PIL, should I write an application to the Vice-Chancellor, and a copy of the same to HOD, Dean, Examination Incharge and Registrar..?

1.whether a frsh complaint is binding against the pending Insolvency petition its a debtor filing Insolvency petition ?

2. I want citation for sec 138 is does not file any complainant against debtor IP holder ?

3. In that basic the debtor IP holder had filed any civil case against complainant ?

PIL related inter district transfer in basic department

sir, how do i file a pil in high court of allahabad related inter district transfer of a married lady teacher to her husband's district who is also a employee in same department? is it possible through seesion court? what is the fee for a pil ? in what time, result of pil will come?

Futher evidence in a dismissed 200 crpc.

Referred charge sheet has been filed in the FIR. Against that private complaint was also filed. Such private complaint was dismissed after full hearing of both sides. Now i want to take additional evidence on the side of the complainant. Is it possible? How?
