How to change the name in tenth certificate? is there any legal procedure involved in it?

no, you can't. But you can change your name by publishing in gazette.

The name can be changed in the certificate by filing a suit for declaration against the board or the university.

After publication in Gazette, the changed name can be got incorporated in educational certificates first by making representations failing which by filing civil suit for declaration.
