(Querist) 23 October 2009 This query is : Resolved 
1. I am student of Govt. College, they do not take lectures? Does the case lies under consumer act?
2. Lectures of other batches are also not taken? THough I am not related to the past batch, can a consumer complaint be filed in "Public Interest" to prevent violation of consumer rights of others?
3. Can one file Public interest litigation in consumer court?

so far your first quarry is concerned, instead of individual lecturers, you can go to consumer forum against the institution and can claim compensation on the ground of charging fee without return. You can either moving to consumer forum can also make complaint before university or management of the institution.

If lecturer of other batches do not work properly, you cant raise any grouse against them at least before any legal fora.

No public interest litigation can be filed before consumer forum.

Better to approach to the consumer forum. No only consumer complaint can be files in the consumer forum.
