Ur mother can file a suit for partition. You all will be the parties to the suit, you and your sisters will get their share.
Raj Kumar Makkad (Expert) 07 December 2009
Gram Panchayat is not a registering agency and has no pwoer to register and within Lal Dora (Boundaries of the village), the person who is in possession of the property especially in the ancestral, is the owner of that property and in the given matter, you had built the house over the land which was recorded in the name of your father so your mother cannot file any suit against you and you enjoy full rights therein.
