E commerce website delivered lesser quantity. is it a criminal offence

I received a mail from an e commerce portal offering discount on purchase of certain amount.
Ordered few products which are guaranteed to be fulfilled by website.
Received packet at my residence and paid cash to collection agent.
Packet was too light in terms of weight.
Caused suspicion about content.
Videographed the opening of packet.
Contents found exactly half.
As i paid cash at my residence, does local police and court have jurisdiction (182 (1) of Crpc.
Is this a case of cheating by inducement with false representation ? 406/418/420 & 120B of IPC.
Or
A case under consumer protection act? If, CPA, then what section?
If I file a case under CPA, what is complaint amount on which I pay stamp duty? Value of goods or value of goods plus compensation I seek?

Yes. Local police and court have jurisdiction. You can file complaint under Cr.P.C. and IPC.

You can move the local Magistrate Court under CrpC 156(3).

You can move the consumer forum for deficiency of service, grievances for cheating and compensation thereon. The compensation amount and the recovery amount are to be combined for paying court fee for the consumer case.
