Wheather any govrenment circular can be exibited during criminal trial ?what is procedure to be followed?

Govt Circular is not required to be exhibited as the Court is well equipped to take judicial notice of the same. Suggestion can be put in your evidence and agitated at the time of argument as well. Alternatively you can also use provision of Sec.78(1)of the Evidence Act.
