Claim of service

A person was selected for a public service. The list of selected candidate was publish in a newspaper.But the person has no knowledge about his selection. After 18 year he can claim his service ?

The result is duly communicated to the selected candidates at their notified addresses as well as the Ministries/ organisations they are allocated on selection. If a candidate did not like to care for his own career for 18 long years, he should not assume that the public service commission would keep its door open indefinitely till life of the candidate to report for training and duty?
