Law against lawyer

Dear Sir,
My neighbor in my native place UP is a lawyer in Tehsil. I am trying to repair the wall of my house but he is not allowing that. There is 6 ft gallery separating my wall and his wall. More over, there is no case or stay against my house or land on which house is built (its more than 30 yr old). ofcourse there is a property case on other piece of land with him and he is forcing us to withdraw that case to allow repair of wall. When my brother tied to repair it he falsely fabricated a case against him and lawyers in Tehsil also favored him, as a result no one came forward to bail my brother and he was sent to Jail u/s 151.
My query is:
1. Is doing repair illegal when there is no case against my property
2. Why other lawyers are favoring my neighbor? could they be informed or there is some power they have?
3. The problem is, they go to Police Station in group and Police seems to be helpless and this is scary for us.
4. is there any law to safeguard our rights
We are educated but not lawyers and need expert advice if there is any law to deal with such situation?

1. No.
2. They have power of union only.
3. You should file a case in person before the civil court and should seek stay order against such lawyer. Police can do nothing otherwise because this is a civil suit.
4. Make a complaint before bar Council of UP against such lawyer.

Amicable settlement is the best remedy.
No Lawyer can stop you repairing your house, take legal advise/assistance from local lawyer.
