Division of property

Hello Sir / Madam,

A property worth 10 Acre fields exists in tirupati.it was on my grandfather's name but govt has made the passbook with my father's name as he was the eldest.My father has a younger brother and sister.
The share for his sister is decided so no issues with that.
Howevere, fields for my father and his brother are still joint.Now we want to divide them but my father's brother is not agreeing for that as they will get some bad land.So we decided to sell off the whole fields and share the money but now they are not even agreeing for selling it off.
Now my father is in need of money and wants to get his share.How can this be done without his brother's consent.Can you please help ?
