How to take legal action againest apprtment owner assosiation

I was denied use of Party Hall by secretary of our apartment owner association. how i can take legal action against secretary. Byelaws are still not ready. and party hall was given for a commercial cloth sale by secretary.

raise the issue in AGM . reuqest that guildelines be laid down as to use of party hall , charges for the same etc .
