i am constructing is wall at my farm house. the sarpanch is taking objection on some flimsy grounds and threatening to demolish it. is he bound to give me a notice ?

As principle of justice seeks, the sarpanch is bound to give an opputunity to you before taking any action, in case, he acts without following the due procedure of law, you can get a restrain order from the court.

Apply for permission. If permission is refused appeal to the higher authority and if sarpanch takes the law in his hand without giving you notice,approach the court.

he is bound issue a notice to you, but when he is threatening you just say him go to the court and take injunction order against you. I think he is expecting money from you.
