Property is situated in Haryana, for possession it is necessary to file case in the court in jurisdiction of which property is situated.

Threat was also given at village, complaint with police has to be filed in local police station. If police does not lodge FIR, may file direct complaint with the Magistrate.

1. You can File an Police FIR in Delhi, against the nefarious Uncle, by stating that Uncle came to Delhi and threatened to Murder, regarding the Land issue. This will require arrangement of two independent witnesses. This will circumvent the Uncle's local police influence.

2. It is a routine affair in India to have vacant lands usurped by relatives /neighbors. This happens due to gross Apathy of the Land Owner.
