I am working as a Postal assistant in a Sub post office. My Sub Post Master is always in denial whenever I approach him for any kind of leave even when I urgently need it. Now I doubt he'll approve or give me NOC certificate which is required in different interviews. So what should I do in this case?

Shift the matter to next higher authority. Sub Post Master might not be competent authority to issue NOC to you. Apply through proper channel by forwarding an advance copy to the appropriate authority.

It is beyond the competence of the Sub Post Master to grant the NOC. You may apply to the District Postal Superintendent through proper channel.
