Partnership agreement in case of a contract work awards

One of my friend requested me to give opinion with regard to agreement of contract stating that his friend will get the contract work with in one or two months.Can the contract between these two parties have any legal effect as the contract is not so far awarded.

The two persons can have a partnership deed for execution of contract works.
