Is NOC is required for passport and visa both. if any criminal case is pending against u and ur family.

Yes permission of court is required of you apply for passport.
However of you have already a passport and there is no restraint by court in foreign travel then you need not apply for permission from court.

yes, NOC ie needed.

NOC for application is not required but the columns of passport application do require to fill the details about such pending or decided case.
