(1)I have purchased a flat & have paid transfer fee in 2006f,or which Society has rendered receipt,(2) society has issued NOC (3) Society has issued no due certificate in favour of the seller (4) Society has collected Maintenance charges for the year 2007. Uptil now the Flat has not been transferred in my name. I have stopped payment of maintenance charges. How do I get it done legally. I have follwed rules religiously but the authority is treating it casually.

Issue notice to the society to transfer the property in your name immediately and instruct the society if they failed to do so you would initiate legal proceedings against them.
please note that you cnanot stop paying maintenance dues . if you have made application for transfer , paid transfer charges and society has not rejected your application your application is deemed to be approved under theprovisions of Maharashtra cooperative societes act .
if society has not given you the share certifcate duly transferred you can complain to the registrar .

Payment of dues cannot stop. U can approach the RCS. If that fails, U may approach the HC under Art.226 of the Constitution.
