Can a person, who was a party in the reference made under section 18 of Land Acquisition Act but not in the appeal preferred before the High Court, claim the enhanced compensation awarded by the High Court? (In his order, High Court has mentioned "enhanced compensation be awarded to Appellants".)

Order of the High Court is very much clear. Such person shall have to file fresh appeal against the award passed by DJ.
