Buffalo shelter in a residential colony

Is it legally permissible to construct a permanent structure in an unauthorised residential colony in Delhi to keep a buffalo and its calf for the purpose of selling its milk to local residents ? The dung and urine have blogged the drains in the colony and the rotting dung emits a foul smell and is a good breeding ground for mosquitoes. The Municipal Corporation of Delhi and the local RWA is ineffective. The residents prefer to keep quiet so as to avoid any confrontation with the buffalo-owner, who is a defiant and aggressive man.Can the Dy.Commissioner or Sub-Divisional Magistrate of the area be of any help ? Or what other options do I have ? Also how can I keep myself and my complaint anonymous. Kindly advise.
