Gratuity & leave encashment

Dear Sir,
I was working with a private university in Udaipur, I have worked there for 5Years & 10 months. According to the service rule of the university, I am entitled for gratuity and leave encashment.
I had submitted the application to the Registrar of the university for the same.
But after sending so many mails, they are not replying.
What I can do now, I would send them a legal notice, But I dont know how to send the legal notice, to whom I should contact.

Is the registrar your employer and responsible for the disbursement of Gratuity and Leave encashment?
You may submit FormI for Payment of Gratuity (by Redg. Post) and narrate that you have already submitted following representations by say: email/phone call/letters/fax etc.................to Mr/Ms...............designation........dept.............on dated...........and the calculation of Payment of Gratuity and Leave enmeshment has not been supplied to you..........................and may be supplied to you by Redg. Post only.
You can escalate to VC/Chancellor then the Dept that has granted recognition e.g...............................UGC.......and can even approach Controlling Authority of Gratuity.

Thus as per service rules you are eligible.

Submit the representation to management instead of Registrar, under proper acknowledgment.However narrate each representation made by you by phone/email/in person etc and mention names/dates/brief minutes etc............
Registrar could and should have forwarded it to the concerned person.
Discuss with your able Labor Law Consultant/Service Matters lawyer/Law Firm dealing in service matters.
