Learned Experts,
I am working in Navodaya Vidyalaya Samiti (an autonomous organisation fully funded by Central Government) as a Post-graduate Teacher and my initial Grade Pay is Rs.4800/-. Now, upon grant of ACP, my Grade Pay is Rs.5400/-. I am not a Gazetted officer.
As per Finance Ministry’s OM regarding Adhoc bonus, Central Govt employees in Group ‘C’ & ‘D’ and all non-gazetted employees in Group ‘B’ are eligible to get Adhoc Bonus. However, I am not granted Adhoc Bonus this year. On enquiry made through RTI, it was informed that “NVS employees are governed by NVS Rules/guidelines and those employees who are drawing Grade Pay of Rs.5400/- and above are not eligible for Adhoc Bonus”. Based on this contention, even NVS Group ‘C’ employees like driver, staff nurse, TGTs etc are not given Adhoc Bonus. Whereas NVS always states that it follows CCS/CCA of Central Government in full regarding service matters and even financial matters.
Kindly clarify whether autonomous bodies like NVS/KVS can make or formulate their own rules regarding adhoc bonus. In KVS, (Kendriya Vidyalaya Sanagathan, a similar autonomous organisation like NVS ) Post-graduate Teachers who are drawing Grade Pay of Rs.5400/- are given Adhoc Bonus. Kindly clarify the stand of NVS regarding the grant of adhoc bonus. Is it correct to deny our right to get Adhoc Bonus? Can I approach the Samiti legally to get this Bonus?

My colleague has been suspended in the month of October (29/10/2014) for contemplating disciplinary proceeding . He is working as a PGT Teacher in Navodaya Vidyalaya samiti. His headquarters has been changed from Amravati to North Goa, immediately. Till date he is not charge-sheeted and there is no official communications about the reasons for his suspension. He is completing 180 days (Six months). Now, what course of legal action he has to take for revocation of his suspension?
How can he change his headquarters to his original station i.e. Amravati, Maharashtra.?
Please help him.

Sir,
My friend has been promoted from TGT (Trained Graduate Teacher)to PGT (Post Graduate Teacher)in the year 1995. He joined our central government organisation (Navodaya Vidyalaya Samiti) in November, 1989.
Though he has completed more than 12 years of service as a PGT, he is not given ACP in the year 2008.
It is stated that he would get ACP only this year end, when he completes 24 years of service. Kindly clarify this stand.

Our central government autonomous organisation - Navodaya Vidyalaya Samiti - is not allowing any teachers to go on Mutual Transfers. They have not informed the same in writing to anyone. But the officers maintain that they don't do mutual transfers of the teachers. I am in need of a Mutual Transfer badly. What should I do now? Can they ban mutual transfer like that? Please help me
