Filing individual complaint against telcom provider

Sir,
I had an internet connection and that was closed in last bill i paid the money for modem along with the dues , when i came to know i returned the modem and asked for refund they said after 90 days today it more than 150 days no one is giving satisfactory answer even the applet also. I went to consumer court where i was told that telecom complaints are not filed here what can be done

in telecom sevices,there r two options ;modem is provided on rent and modem is also sold out to the consumer.if you connection is on rental basis then the department will have to take back the modem and other equipments and will give your advance money back on the disconnection.

As per the telegraph act, you can not initiate case in the consumer court.
You can go for a civil case, or give a complaint to the nodal officer of the company.

Under Telecom act and Supreme Court decision, it is true that consumer forum are not entertaining complaints. However a lot has been discussed in the various advises about this. You may go through the following threads also:

Telecom cases can be referred before consumer forums too, supreme court has given clear cut judgments on the issue.
