Flat transfer - society not interested

Hi, Need to seek your advice. My mom's flat is to be transferred in my father's name subsequent to her death. We have done all the paper work (application form, indemnity etc ) for the transfer process but the society has not shown interest in transferring the flat. Every time we get a different excuse. What is the next option available to me? Can I lodge a complaint somewhere?

how many days have passed since you made an application for transfer? do you acknowledgement from society of having received your application for transfer?

yes i have an acknowledgement, but it is not rubber stamped. we formally submitted the application in the first week of april 2013.

is the signature legible .? go the society office and ask them to stamp the acknowledgment .

They indicated that they have sent my documents to a lawyer for an opinion through one of the committee members. This was almost four months after I submitted the application.

Are such transfers to be decided at the AGM ? or can the society committee members approve it amongst themselves.

approved by managing committee subject to ratification by AGM . complain to registrar

so does that mean all transfer applications at a housing society need to be ratified at an AGM ,i.e. would all transfer application taken a year to get a complete approval?
