You have to make deed of public trust registered with not less than two members.
Take help of local lawyer to get it done.

A Trust deed needs to be drafted in detail laying objectives,beneficiaries and trustees
in present and future,then it's registration with concern sub registrar and there after with bodies,if any,laid by state legislation.
