Memo is not a petition but an information conveyed to the court. Memo is not to be adjudicated and no order can be passed in memo. Court will simply record the memo, in your case the death of your client and the date of death, and proceed further in accordance with law. Therefore no authorization is required.

Just you file memo:

You can file a memo on your behalf stating the death of your client to the Honble Court.
