Rba certificate schooling conditions

I have done my schooling class 8,9,10,11,12th not from reserved backward area. Can I get RBA certificate?

A backward area certificate is a document that records the applicant's place of residence for legal use in certain government benefit schemes. The government periodically declares certain villages and areas as socially and educationally backward
Reserved category certificate
This certificate is available to residents of areas that the government has notified as backward

Your schooling from 8th to 12th is not from a reserved backward area, so how can you get an RBA certificate?
