Reg . sale of 2 wheeler if the owner does not claim the vehicle ,can the other party who is in possession of the vehicle,sell the vehicle, what is the procedure .

If he is the regd., owner of such vehicle then the person in whose possession vehicle is can sell it.

How the possession obtained? It may be stolen. Contact the owner if copy/original of RC is available tracing his address.
