Regarding no objection certificate for changing job

Can anyone help me?
I'm under probation on the post of LDC in a central government department and i have got selected for the post of auditor through SSC. I had not applied for permission to the department as the NOC is beneficial for only employees with 3 years regular service. My question is whether can i join the new department as a fresh employee resigning the present one.
Please give your valuable ideas...

Who told you that NOC is useful for only employees wth three years of service. If you have NOC and then submit technical resignation the entire period is calculated in pension.

while your application for this new job, if you suppressed about your previous job mean your appointment may be cancelled..

otherwise your previous department can sue against you..

Sir,
I wanted to know whether department can issue NOC at later stage and if not, can i join the next department as a fresh employee resigning the present department without availing benefit of previous job.
