Regarding power of attorney when owner in abroad?

my brother is going to take shop on rent but the shop owner is in Saudi Arabia and the owner given general power of attorney to his close relatives but in POA does not mention that attorney has right to give shop on rent on behalf of owner, whether the POA holder make a new special power of attorney and send it in Saudi Arabia.....pls give advise

Yes the lessor has to include the clause authorising his POA holder to lease/rent the premises, he can also execute a SPA for this purpose.

Yes, the owner has to execute a fresh POA (GPA or SPA).
He has to get it attested by a officer of Indian Embassy at Saudi Arabia.
Then it has to be adjudicated in Registrar's office, if it empowers the claimant to execute deeds and documents which needs compulsory registration.
Then your brother can enter into rental/ lease agreement.
