Registered flat in semi finished position by builder

Dear Sir,
My son-in-law has purchased a flat with builder at Vizag.Two years back he has registered the Flat at semi finished stage, only Rs.50,000/- was due by my son-in-law. My son-in-law has performed gruhapravesham also.He has taken financial assistance from bank and now paying regular EMI for the past 15 months.But till today the builder has not completed the Flat.We cannot letout by which my daughter is loosing rent of Rs.5,000-00.Whenever we demand the builder answers rudly and demanding to pay balance Rs.50,000-00, at one stage we have estimated the expenditure for completing the Flat in ready shape which is approximatly arriving to Rs.1.50 Lacks.
Now what kind of legal action can be taken on the builder.He never cares our demand, request.Please advice what kind of serious action can we take on the builder.

This is unfair trade practice. File case before the consumer forum. You would get compensation and damages.

If oral requests are not working properly then serve a legal notice through a lawyer followed by a consumer complaint.

YOU HAVE REGISTERED THE FLAT AS SEMI-FINISED AND BUILDER HAS DISCHARGED HIS DUTY. IF YOU POSSESSESS ANY OTHER AGREEMENT WITH THE PROMOTER TO COMPLET THE FLAT THEN YOU CAN NECSSARY ACTION.SO CHECK THE AGREEMENT AND CONSULT A ADVOCATE.
