Service tax collection by builder

Dear Sir

Our buildings are managed by builder since last 15 years as project is still incomplete, so can builder charge us service tax and whether the resident members should pay such extra tax.

Please guide.

Service Tax on monthly maintenance? Are we the residents liable to pay since builder is handling maintenance on account of incomplete project.
