Undeclaration of result by the university

Respected Experts -

I am a student of B.TECH[Electronics] from AN ENGINEERING COLLEGE in ghaziabad. I was medically incapable to attend some classes so i suffered short attendance at the 1st semester itself but on requesting the U.P.T.U. i was granted the admit card before exsms and i was allowed to sit in my externals, but after the 2nd semester when my 1st year allover result came i was pass with 66.7% marks in both the sems but after 3-4 days inplace of my marks in the colums of 1st sem there was written DTN which standed for DEATINED. When i contacted my college registrar he affirmed me that college has requested the university to clear this mistake but to my pains it was not solved and i was promoted to 2nd year. Then throughout 2nd none of my results came i.e. 1st sem, 3rd sem, 4th sem. In between the college kept contacting the university regarding my case with no solution. My father tried to get this matter solved by requesting a lot to the university senior officials by regular visits but to no effect. Sir when the 2nd year eneded college promoted me to 3rd year but the after 5th sem i was prohibited from attending classes.
I must tell you that i have with me all the required papers- fee receipts(course, hostel), letters written by college to university etc.
Sir i need your expert guidance as soon as possible. please let me know what kind of case i can file(consumer complaint or high court writ) to get the redressal soon.

You are required to serve the univesity with a legal notice to be issued by a lawyer and thereafter file a writ petition before the high court without wasting much time as this is the matter of your career. This is a mockery not only with you individually but with a coming scientist of this country.

Court shall immediately hear your matter and university shall be fined with heavy cost with the desired relief.

can anyone suggest what specialization having lawyer i must see, who can take my case confidently and correctly because i am having this bad feeling that there must be numerous rules and regulations at the university level considering admit cards, admissions, accounts, fees, exms, corrections, results etc which a normal student might not know, so i dont want to face them directly at the case

Almost every lawyer of high court file such writ petitions so you have not to find out any specialization therein but it shall be better if a civil side practising lawyer with full face value is chosen for this purpose.

But, in the whole story, you have nowhere stated what was the response of the university on repeated reminders even by your college. What reason was quoted by the university for not declaring the result?

sir, the university never responded to the letters sent by my college[registrar office]
