Adding my mother as dependent.

I am working as an ASO in Finance ministry. My father and my mother are separated (not divorced). My father runs a small business and earns around 20k per month. My mother lives with me and doesn't depend on my father's income. My mother is housewife. Can i able to add my mother separately as dependent of me for availing CGHS benefits for my mother Medical treatment.

Whether or not your mother is a dependent on you.

You can very well add her as your dependent even the fact is that your father is employed or doing business.
