Case under 406,420,452,465,506,120b

A false case registered against my brother under 406,420,452,465,506,120b first his anti bail reject by high court after that he surrendered he sent to police custody for 2days then 3 days after that to judicial custody police filed challan after 24days then he filled for regural bail in lower court but again it got dismissed judge wordit is co accused is yet to be arrested and if he get bail he can interfere in investigation. So please suggest I have to filled bail application for him to session court or not. And what are the chances
