Does Consumer Protection Act Debar from Alternative Remedies
If a consumer files a case under the Consumer Protection Act in a Consumer Redressal forum, is he debarred from seeking alternative remedies under Indian Penal Code (where he has been cheated also) or under CPC for restrain etc!

I'd think Section 3 Consumer Protection Act applies. Provisions of this Act are in addition to any other Act in force.

CP Act is a Civil Remedy in addition to other remedies.
Civil and criminal actions are separate. CPA gives financial remedy compensation and mainly deficiency of services where consideration was involved for value of services.
