Exhausted Time period can be valid to file a suit

My question is, If a person gives money and promissory note has been taken as proof by lender, after some days the person who lends money went to foreign to work over there for maintaining of his family , the time period of the promissory note had been exhausted, is it will be a valid proof to file a suit against person , if it is valid where it is applied when he comes to India or in foreign too or is there any provision in law that promissory note period can't exhaust when we kept under court or under any legal board
