Flat owner and builder Dispute ....the builder not completed the apartment till yet the value of flat is sixteen lakh owner already gave the twelve lakh demanded amount still the builder not done his work flat is only in plastering level and the case is almost 2 year old as per builder he assured the flat owner to give him the flat within 6 month owner is ready to give him remaining amount if he start working but builder deny and in the apartment builder not build up the whole apartment other flat owners also effected with the same problem now my question is owner going to register the civil case in court or in consumer forum .....which way to get the flat as soon as possible
