Permissions and laws and regulations for hostel in mumbai

Hi,

I would like to inquire what are the legal permissions and documents that are needed to setup a hostel.

There is no specific law which governs the hostels.. but you have to make a specific rule book for the regulation of the hostel.

And what kind of hostel is this?
